Title:  MPTA Controls Supervisor

Basic Function

HF Sinclair located in Anacortes, WA is seeking a MPTA Controls Supervisor. This position supports Maintenance, Project and Turnaround (MPTA) teams by providing financial controls, estimating, forecasting, planning and scheduling for turnarounds, capital projects and routine/non-routine maintenance. Site focal for MPTA management tools, controls, and analysis that enables management to make informed decisions with accurate and timely data. Supervises cost controllers/engineers/analysts embedded in MPTA departments.

Job Duties

  • Provide leadership for all MPTA control processes, procedures and work activities consisting primarily of estimating, forecasting, planning and scheduling. Establish priorities, develop, implement and maintain controls necessary to manage PSR’s turnarounds, capital projects and routine/non-routine maintenance
  • Supervise the controls personnel within PSR’s turnarounds, capital projects and routine/non-routine maintenance teams, consisting of both HF Sinclair employees and contractors.
  • Ensure alignment of all controls process with planning and scheduling functions.
  • Develop and implement standardized work processes that align with the HF Sinclair processes and procedures, actively participating in global controls network.
  • Focal point for data collection, data preparation, quality screening and timely issuance of various controls reports and metrics, including reporting to site management. Increased frequency and detail reporting as needed (e.g. turnaround event execution).
  • Work directly with MPTA field contractors to integrate labor hours, rates, materials, and equipment in estimates and forecasts. Analyze and report CPI/SPI performance.
  • Lead assurance activities related to MPTA controls.
  • Prepare estimates for turnaround proratables, transparent and fair allocation of shared overhead costs.
  • Ensure consistency of MPTA control activities with SAP as well as other company based financial and accounting systems.
  • Support preparation of annual Business Plan for MPTA departments.
  • Lead Solomon reporting activity for MPTA functions.
  • Introduce new concepts and innovations to ensure continuous improvement in control activities. Setting and implementing policies for ‘best practice’ in controls.

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.


A minimum of 10 years in planning, estimating, scheduling and construction/maintenance management in a process plant environment is required.

Education Level

A minimum of a High School Diploma or equivalent is required.  Advanced training/certification in project controls is preferred.

Required Skills

Broad understanding of engineering, construction, maintenance, turnarounds and financial processes. Advanced knowledge of accounting, contracting, and CMMS systems and processes. Mastery level spreadsheet software skills. Thorough understanding of earned value principles and techniques.  Ability to work in a fast paced work environment and deliver to required deadlines. Ability to work additional hours as required to support MPTA control efforts, particularly during turnaround event execution. Ability to effectively communicate with others, both written and verbal communication.


Preferred Skills:

Mastery of Microsoft packages Word, Outlook, Excel, Project, Access, etc. Skilled in Primavera scheduling software.  General knowledge of SAP software. Strong understanding of refinery maintenance and construction practices. 

Supervisory/Managerial Responsibility

Employee and contract personnel in MPTA departments, which varies with site workload (5-15 personnel).

Work Conditions

Office based with up to 5% travel by land and air required. Petroleum refinery, warehouse/plant environment including but not limited to chemicals, pressure vessels tanks, rotating equipment, loud noise and vibrations. Subject to all temperatures, weather and varying road conditions.
