Title: Manager, Government & Public Affairs

Basic Function
The Manager, Government & Public Affairs works closely with Government Affairs and refinery management to develop and execute government and public affairs strategies to further overall company objectives in certain state and local matters. Lead in strategic stakeholder engagement efforts, rulemakings, crisis/incident response and development of applicable messaging to local communities, government officials and key stakeholders.
Job Duties
- Develop and grow relationships with lawmakers and agency staff in Washington and Oregon
- Support facility operations by engaging with local external stakeholders (city/county officials, NGOs and tribal leadership)
- Identify legislation that impacts the liquid fuels industry in the Pacific Northwest and other markets as needed
- Understanding of regional carbon programs (CCA, CCP, LCFS, etc)
- Familiarity with maritime issues
- Participate in regional and statewide trade associations and chambers of commerce
- Track and engage in the rulemaking processes in Washington and Oregon
- Meet with lawmakers at the State Capitol and articulate HF Sinclair’s public policy positions
- Testify in front of relevant legislative bodies and participate in interim committee hearings
- Support Vice President of Government Affairs with federal and state advocacy as needed
- Manage contract government affairs staff in Washington and Oregon
- Participate and lead HF Sinclair’s Political Action Committee events and fundraising efforts
- Support local charitable and community engagement efforts
- Support corporate and site communications team as needed
- Serve on the refinery leadership team
- Deep understanding of legislative and regulatory processes
- Experience developing policy analysis and strategy
- Possess strong relationships with key stakeholders (oil and gas industry, unions, NGOs, government and tribes) and understands coalition building.
- Preference for candidate with experience in climate policy and/or downstream refining
- Role is based in Washington – preference for candidate with work history in the state
Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.
This position has a salary minimum of $113,500.00 and maximum of $206,300.00.
