Basic Function

HF Sinclair in Artesia NM is seeking an Environmental Supervisor. This position supervises environmental department within assigned area while conducting assignments and duties for assigned programs.

Job Duties

(functions considered essential as defined by ADA)
  • Supervises day to day environmental programs and provides environmental assistance to business units
  • Ensures environmental programs comply with the applicable federal, state, and local government laws
  • May advise management of environmental issues and activities necessary to ensure compliance
  • Recommends and implements environmental policies, programs and initiatives
  • Ensures environmental considerations are factored into corporate planning and the capital budget process
  • Tracks environmental performance measures and recommends parameters
  • Supervises and provides the preparation of environmental analysis documentation for management review
  • Prepares comments on proposed Environmental regulations, and maintains involvement with trade associations as appropriate
  • Advises on the companys compliance with the Consent Decree requirements between the company, state and federal agencies
  • Assists business units with air, water & waste permit applications and supporting documentation
  • Participates in third party compliance audits of companys facilities
May include some or all of the following
  • Supervises and prepares submittals for routine air, water & waste reports (e.g. MACT reports, excess emissions quarterly report, NSPS GGG semi-annual reports, NSPS QQQ semi-annual reports, SO2 release monthly summaries and other reports as required)
  • May assist environmental air, water & waste compliance activities
  • Coordinates annual certification of compliance and other aspects of the Title V programs
  • May interfaces with operation departments to communicate and define their role in compliance efforts
  • May interfaces with regulatory agencies to ensure the understanding of, and compliance with, all applicable environmental regulations and requirements
Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 5 years of extensive industry and on-the-job experience is required.

Education Level

A minimum of a Bachelors Degree in environmental sciences or a related field is required.    PREFERRED EDUCATIONAL LEVEL; A Masters Degree is preferred.

Required Skills

Ability to lead and train a small group of employees while performing assigned tasks & duties. Special training in air, water or waste programs (e.g. hazardous waste regulations, DOT Hazmat Shipping, Certification in OSHA Hazmat, Method 9 Opacity, etc.) may be required depending on assignment. Advanced ability to provide analyses of proposed and final air, TSCA, and EPCRA regulations that significantly impact operations and/or compliance status. Advanced working knowledge of environmental air quality, water & waste regulations required depending on assignment. Ability to perform emissions calculations preferably with a practical understanding of refinery processing programs. Understanding of oil refining processes (process flow diagrams/mechanical flow sheets, chemical phase separations, and reactions). Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.   PREFERRED SKILLS: Strong time management and organizational skills, general knowledge and understanding of OSHA regulations, with particular emphasis in Process Safety Management are preferred.

Supervisory/Managerial Responsibility

Responsible for the supervision of up to approximately five employees and contractors depending upon assigned subsidiary.

Work Conditions

Office and plant based with travel up to 10% of the time required by land and air. Petroleum refinery, warehouse/plant environment, out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. Required to work in all temperatures including outdoors. Subject to varying road and weather conditions.
