Title:  Project Engineering Supervisor

Basic Function

HF Sinclair’s Navajo Refinery located in Artesia, NM is seeking a Project Engineering Supervisor to lead a team of project engineers/managers for the development and execution of small to mid-size projects. Typical projects range from $25M to $5MM in total installed cost (TIC) for a total annual routine capital project budget of $20MM-$30MM. These projects involve a wide variety of refining process units and facilities to achieve refinery strategic objectives including improving operational efficiency, increasing reliability and compliance with new regulations. This is an excellent opportunity to gain experience leading a team. This position’s main role is to provide technical oversight of engineering deliverables while stewarding the development and completion of a portfolio of projects through adherence to the Project Identification, Planning and Execution (PIPE) stage gate process.

Job Duties

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)


  • Decides on and manages actions necessary for the safe and reliable operation of projects.
  • Strategically distributes workloads and ensures projects are completed within defined timing constraints. Works with project engineers to manage a portfolio of projects and assists in prioritization to hit year to year budgets.
  • Provides plant support for the continued reliable operation of the existing equipment including coordinating and managing the site project request/initiation and prioritization process.
  • Applies a teamwork approach in providing services to develop and execute projects in partnership with other refinery department disciplines including Tech Service, Operations, Maintenance, Reliability, Environmental and Safety
  • Trains personnel in the areas of project management, engineering, constructability and project controls to allow for the efficient completion of project assignments.
  • Coordinates outside engineering/consultants and performs quality reviews for all engineering deliverables to ensure constructability, maintainability, operability, and compliance with all safety and regulatory requirements
  • Coordinates and manages requests for internal engineering support
  • Prepares progress reports for the capital project portfolio including status of projects schedules, financial status and project viability with project stakeholders.
  • Provides site leadership with regular updates regarding completion of milestones and significant accomplishments and communicates progress and problems in a timely manner
  • Facilitates the annual capital budgeting process by ensuring all projects are developed to meet budgeting deadlines.
  • Ensures important equipment documentation and drawings are received, properly recorded, and stored for future reference
  • Maintains knowledge of appropriate current local state and federal regulations that have potential impact on present and future refinery operations and project design. Acts as a liaison between the company and county and state agencies as it may pertain to assigned projects
  • Pursues responsibilities with an eye toward innovation and cultivates innovation in others; documents and implements as appropriate innovative ideas.


Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.


A minimum of 10 years project management or engineering experience is required.



Design experience, refinery experience, experience with an owner company in a project management function and past supervisory experience is strongly preferred.

Education Level

A minimum of a Bachelor’s degree is required. 



A Bachelor’s degree in an Engineering discipline and Master’s of Engineering or equivalent experience is preferred.


Required Skills

Ability to solve day-to-day problems on projects as well as find and develop solutions for long range viability of projects at the refinery, and work and lead in a collaboratively team environment. Advanced project engineering skills and training. Ability to develop and implement a project budget and stay on time and on budget. Intermediate computer skills, including word processing, spreadsheets and database. Self-starter. Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.



Strong mechanical design background is preferred. Primavera Project Scheduling software experience is strongly preferred.

Supervisory/Managerial Responsibility

Supervises up to approximately five employees. Manages outside engineering services and any other human resources needed to accomplish the project.

Work Conditions

Office and field based with up to 10% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, loud noises and vibrations. Subject to all temperatures, weather and varying road conditions.
