Basic Function

HF Sinclair is seeking a Project Manager-Capital Projects in Sinclair,WY or Salt Lake City,UT or Artesia,NM or Tulsa,OK or Dallas, TX who will be managing all phases of capital projects that support strategic growth and enhanced profitability from initial concept inception through final completion. The work is primarily refinery focused but, will also include pipeline and terminal facilities and/or their interfaces. Manages the full project lifecycle, including front‑end loading (FEL), detailed design, procurement, construction, commissioning, and handover to operations. Also supports the ongoing development of the project management organization and contributes to recurring or special assignments as needed.

Job Duties

 

  • Leads multidisciplinary capital projects with full accountability for safety, cost, schedule, quality, and overall performance from project definition through completion.
  • Defines project scope, business case, objectives, risks, and execution strategy in collaboration with business leaders and subject matter experts; prepares and presents project charters, AFE estimates, execution plans, and schedules for funding approval.
  • Builds, leads, and holds accountable cross-functional project teams of internal and external resources, ensuring regulatory, environmental, safety, and operational compliance and appropriate involvement from Engineering, Operations, Environmental, Regulatory, Scheduling, and Safety.
  • Directs engineering design using internal resources and third-party firms, managing consultants to productivity, cost, and schedule expectations and facilitating stakeholder design reviews.
  • Leads procurement and contracting activities including RFPs, bid packages, bid evaluations, vendor selection, purchase orders, and contractor relationships in coordination with engineering and procurement groups.
  • Plans and executes construction activities, coordinating contractors and site stakeholders; hosts regular project meetings, monitors field progress, and takes corrective actions as needed.
  • Manages project controls in partnership with Project Controls to maintain schedules, forecasts, budgets, performance metrics, and accurate management reporting.
  • Oversees development and completion of all project documentation including job plans, MOCs, risk registers, PSSRs, inspections, testing records, drawings, and close-out deliverables.
  • Communicates project progress, milestone completion, risks, and issues to management in a timely and structured manner.
  • Drives continuous improvement of PMO processes, standards, templates, KPIs, reporting, and governance practices.
  • Supports annual budgeting, portfolio planning, and special initiatives as assigned.

Experience

A minimum of fifteen years in petrochemical or refining industry and ten years in a project management related role is required. Experience and demonstrated competency in managing projects >$50 million.

Education Level

Bachelor’s Degree in Engineering or Construction Management or in lieu of degree 20 years of project and construction management experience.

Required Skills

Strong knowledge of Microsoft products and commonly used engineering and project management software tools and concepts. Familiarity with standards and engineering practices. Design oversight and the ability to marshal, motivate and manage resources. Strong interpersonal skills. Ability to effectively communicate with others, both written and verbal communication.

Supervisory/Managerial Responsibility

Oversees and manages external firms performing engineering and design work, ensuring alignment with project objectives, standards, and deliverables. Supervises contract project resources and works closely with construction management/construction contractor to monitor the status and progress of field work and to support quality assurance on a project‑by‑project basis. Provides leadership, coaching, and development for less‑senior project management staff and other intracompany personnel.

Work Conditions

Office based with some field-based work in a refinery / industrial facility.  Project will require 25%-50% travel, to be onsite at an engineer’s office during detail design and in a refinery for two weeks per month during significant construction activities.
