Basic Function

Holly Energy Partners located in Artesia, NM is seeking a Regional Oversite Coordinator. The Regional Oversite Coordinator has an understanding of field processes and comparing those actions to current standards and procedures to assists and facilitates with updating policies and procedures. Prepares reports on current status of compliance and recommending action plans to correct identified short falls. Training Operations and Support staff on new Company and site-specific policies and procedures while working closely with Corporate Training Specialists and Compliance. Conducts training sessions for the Operations Department under minimal supervision. Assists with the ensuring of the Operations Department meeting all legally mandated requirements for Pipeline Management of Change Process, SOP's are technically reviewed. 

Job Duties

(functions considered essential as defined by ADA) 

  • Logs and tracks progress for all Regional MOC’s and Incidents in the Enablon System for Management, ensures compliance with policy and standards, recommends and tracks incident investigations or MOC start-up status
  • Assists and facilitates with the writing of all Regional specific Policies and Procedures to ensure Pipelines, Terminals, and Refinery Product Blending adhere to all pertinent Standards and Codes
  • Partners with Navajo Refinery PSM Staff to ensure Product Blending comply with Refinery Safety Practices and Standards
  • Coordinates and implements various regional Operations training programs/activities and all related aspects of the training programs and/or venues to meet workforce training/development needs, including targeted skills improvement initiatives, refresher requirements as directed by Corporate
  • Assists Operations on Document Control of Procedures and Procedure Books and on the Intranet
  • Researches and maintains Process Safety Information for Pipeline and Terminal Operations
  • Facilitates corrective actions on PSSR and MOC
  • Coordinates Regionally sign offs on PSSR items for MOC database and monthly approval form on all Pipeline/Terminal Systems Critical Procedure Books
  • Analyzes and reports on Operations policy adherence, MOC, Incident Reporting, Pipeline Excellence, and Operator training program effectiveness in order to ensure compliance and learning outcomes which meets direction and needs of Corporate
  • Maintains product blending site-specific procedures and practices used for the day-to-day operations of the Tulsa Product Blending Department
  • Conducts periodic content reviews for all policies and procedures, and may represent Regional interests in internal site audits, producing requested site specific information and documentation including policies/procedures, materials, records, etc.
  • Organizes meetings/reviews upon request to determine, recommend, prioritize, and report on current MOC, Incident Reporting, and Procedure updates and training programs/needs
  • Reviews all technical documentation and training materials for the Pipeline Excellence (i.e., user guides, policies/procedures, etc.) and maintains current versions on the Regional intranet
  • Assists the EH & S Department with "Job Safety Analysis" meetings and revised and/or new policies and Hazards Analysis Reviews on pipeline and terminal operations
  • Assists in Incident Investigations
  • Remains current in regulations by attending professional development conferences, seminars, programs, and/or meetings

Special assignments or tasks may be assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

 

Experience

A minimum of five (5) years of experience in Pipeline/Terminal/Refinery Operations is required with progressive work experience in a specific Pipeline, Terminal, or Refinery Operations discipline with a strong understanding of basic pipeline processes and the elements of process safety and systems. Extensive pipeline or petrochemical industry experience with strong computer, interpersonal, and procedure writing skills are a must.

Education Level

A minimum of a Bachelor’s Degree or equivalent years of field experience is required.

Required Skills

Working knowledge of petrochemical Pipeline, Terminal, and Tank Blending Operations and Management of Change with the ability to apply this knowledge in various settings. Strong interpersonal, analytical, technical judgment, negotiation, problem solving and verbal and written communication skills. Ability to read and understand Isometric and Piping Identification Drawings and general industrial symbols. Knowledge of petrochemical engineering and safety standards needed to confirm safe, reliable operations. Strong contributor to overall engineering and maintenance objectives as part of planning and reliability. Strong performance management skills with ability to manage both qualitative and quantitative targets and a good track record of achieving goals. Able to perform intermediate mathematical calculations. Intermediate reading and writing skills in conjunction with strong computer and Internet research ability. Ability to effectively communicate with others, both written non-verbal communication. On call 24 hours per day, seven days per week on as needed basis.

Supervisory/Managerial Responsibility

May direct or lead the work of others from time-to-time.

 

Work Conditions

Office and refinery based with up to 30% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver environment based including but not limited to chemicals, pressure vessels, tanks, rotating equipment. Subject to varying weather and road conditions. In some locations, must be available for weekend and after hour call-outs. 

 

Physical Requirements

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 50lbs, pushing and/or pulling up to 50lbs, climbing up to 150ft, ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid state drivers license and proof of insurance required, perceiving color differences, ability to wear personal protective equipment (beards not permitted).
