Basic Function

HF Sinclair is seeking a Strategic Sourcing Specialist based in Artesia, NM.  In this role, you will serve as a trusted advisor and strategic procurement partner embedded within the business unit, building collaborative relationships that align sourcing strategy with operational objectives. Brings deep market and supplier expertise to guide business stakeholders through the full procurement lifecycle — from requirements definition and market analysis through supplier identification, evaluation, negotiation, and selection — ensuring decisions are grounded in both local business context and enterprise-wide value creation. Proactively identifies opportunities to improve value, reduce risk, and simplify processes, and is trusted by leadership to provide clear, confident, and data-backed commercial guidance. Drives continuous improvement across the existing supplier base and develops procurement agreements that deliver the greatest overall benefit to the Corporation. May direct or lead the work of others from time-to-time.

Job Duties

Stakeholder Engagement and Collaboration:

  • Build strong relationships with internal stakeholders by understanding their strategic and tactical business needs and goals, and align procurement support and strategy accordingly.
  • Work closely with various departments, including maintenance, operations, turnaround, projects, engineering, environmental, laboratory, health & safety, training, and legal
  • Partner with affected stakeholders to develop holistic strategies and submissions to company Supply Chain Committees
  • Collaborate and coordinate with Category Management for decisions with enterprise-wide impacts or value thresholds requiring senior management review
  • Actively contribute to Procurement networks, centers of excellence, and cross-site learning and continuous improvement efforts

Market Research and Analysis:

  • Leverage spend intelligence, benchmarking, industry and trade publications, and other analytical tools to conduct market research and identify potential suppliers
  • Conduct spend analysis and identify opportunities for consolidation and optimization
  • Prepare and present regular reports on sourcing activities, cost savings, and supplier performance

Procurement and Sourcing:

  • Solicit bids for procurement agreements and projects over company bid threshold.
  • Prepare RFx and manage sourcing events for purchases of goods and services exceeding company bid threshold, including bid evaluations
  • Develop and implement purpose-fit scorecards for each sourcing event to ensure objective evaluation of suppliers
  • Apply should-cost modeling and analytical tools to augment decision-making, negotiation, supplier selection, and management

Supplier Selection and Relationship Management:

  • Discuss proposed suppliers with requisitioners, investigate to determine actual needs, and participate in supplier qualification and performance audits
  • Identify and select suppliers based on criteria including safety, assurance of supply, quality, service, cost, and innovation
  • Maintain positive business relationships with suppliers
  • Conduct regular supplier performance reviews and implement improvement plans

Negotiation and Contract Management:

  • Negotiate terms and conditions, hourly labor/equipment rates, mark-ups, and prices with suppliers to achieve the best possible outcomes for the company
  • Prepare, negotiate, and manage procurement agreements, including master agreements
  • Collaborate with business stakeholders and suppliers to drive innovation and continuous improvement
  • Identify and act on opportunities for value generation throughout the end-to-end procurement process
  • Perform after-action reviews on significant projects to measure supplier performance, compare to benchmarks, document non-conformance or improvement areas, and track contractor performance over time

Compliance and Training:

  • Ensure procurement procedures and guidelines are followed, identify issues as they arise, recommend and develop changes, and participate in their implementation
  • Train plant personnel and others on procurement procedures and guidelines

Performance Monitoring and Reporting:

  • Audit and monitor supplier capabilities, performance, costs, and adherence to terms and conditions
  • Adjust procurement strategies as necessary
  • Develop and maintain procurement dashboards and metrics

Special assignments or tasks assigned to the employee by their manager, as determined from time to time in their sole and complete discretion

Experience

A minimum 4 years related experience in Procurement, Supply Chain Management, Strategic Sourcing, Finance, or Operations Management is required.

 

Preferred Experience

Previous experience in roles centered on building commercial strategies, enabling business outcomes, and influencing stakeholders across functions — such as Category Management, Commercial Operations, Business Development, Contract Management, or Strategic Advisory roles. Procurement or Supply Chain certifications are a plus.

Education Level

A minimum of a Bachelor’s Degree in Business Administration, Supply Chain Management, or a related field. Each year of experience over 2 in Procurement or Inventory Control may be substituted for 1 year of education (10 years total experience required w/o education).

  • Strong commercial acumen and negotiation skills, with a proven track record of navigating complex negotiations to achieve mutually beneficial outcomes while meeting critical business needs and fortifying relationships
  • Proven ability to manage complex sourcing projects and multiple priorities with a bias for action and strong project management discipline
  • Data-driven mindset with proficiency in analytics, dashboards, and cost modeling; advanced Excel skills and familiarity with procurement systems required
  • Excellent written and verbal communication skills, with the ability to present clear, confident, and data-backed commercial guidance to stakeholders and leadership
  • Strong collaboration, influence, and relationship-building abilities; capable of operating effectively across the business unit and with enterprise-wide teams
  • Track record of delivering measurable cost savings, value improvements, or risk reductions through strategic sourcing initiatives.
  • Demonstrated readiness to step into leadership gaps, including the ability to direct or lead the work of others toward shared procurement objectives.

Supervisory/Managerial Responsibility

Capable of temporarily assuming departmental management responsibilities in the absence of the manager. May lead Buyer(s) in prioritization of activities and development within respective categories/departments.

Work Conditions

Office based with up to 5% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, fumes and airborne particles. Subject to all temperatures, weather and varying road conditions. May be required to work extended hours and regularly exposed to outside weather conditions and varying road conditions.
