Basic Function

HF Sinclair in Dallas is seeking a Corporate Environmental Specialist to plan, implement and provide oversight of Company Environmental programs, ensuring consistent application of Company policies as well as State and Federal laws and regulations at Company owned and operated facilities. In this role, act as the senior technical advisor.

Job Duties

  • Plans and implements all environmental policies and procedures ensuring Company is compliant with all environmental regulations and standards, that all environmental issues are addressed and Company staff is properly and adequately trained in safe operating procedures, and documents and reports all environmental issues
  • Oversees and develops environmental programs and provides environmental assistance to business units
  • Reviews and ensures environmental programs comply with all applicable federal, state, and local government laws
  • Advises management of environmental issues and activities necessary to ensure compliance, providing documentation and environmental analysis for management review and advises on Company compliance with the Consent Decree requirements between the company, state and federal agencies
  • Develops and reviews environmental policies, programs and initiatives
  • Represents the company to governmental environmental agencies, the public, and trade/professional associations and interfaces with regulatory agencies to ensure understanding of, and compliance with, all applicable environmental regulations and requirements
  • Ensures environmental considerations are factored into corporate planning and the capital budget process
  • Establishes, oversees and tracks environmental performance measures and recommends parameters
  • Prepares comments on proposed Environmental regulations
  • Provides oversight and assistance with business unit air permit applications and supporting documentation and reports
  • Directs and oversees environmental compliance activities, reviews and prepares compliance schedules and participates in third party compliance audits of Company facilities
  • Oversees annual certification of compliance and other aspects of the Title V programs
  • May provide oversight to Company's compliance with EPA fuel regulations depending on assignment

 

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 15 years of extensive industry and on-the-job experience is required.

Education Level

A minimum of a Bachelors Degree in engineering or a related field is required.

 

Preferred Education Level

A Masters Degree is preferred.

Required Skills

Ability to lead and train a small group of employees in a Technical Expert capacity. Special training in hazardous waste regulations and DOT Hazmat Shipping, and a Certification in OSHA Hazmat and Method 9 Opacity. Expert ability to provide analyses of proposed and final air, TSCA, and EPCRA regulations that significantly impact operations and/or compliance status. Strong communication skills and good technical writing skills. Advanced working knowledge of environmental air quality regulations required. Ability to perform emissions calculations preferably with a practical understanding of refinery processing programs. Expert understanding of oil refining processes (process flow diagrams/mechanical flow sheets, chemical phase separations, and reactions). Ability to perform intermediate mathematical calculations and to effectively communicate with others, both written and verbal communication. Expert knowledge of laws, pronouncements and regulations pertaining to environmental operations. Excellent planning, organizational, time management and analytical skills; and ability to present publicly. General knowledge and understanding of OSHA regulations, with particular emphasis in Process Safety Management. Advanced reading and writing skills.

 

Preferred Skills

Familiarity with community right-to-know and risk management rules and/or experience with fuels compliance are preferred.

None.

Work Conditions

 

Office based with travel up to 25% by land and air required. Petroleum refinery, warehouse/plant environment, and out-of doors environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, and exposure to the risk of electrical shock. Subject to all temperatures, weather, and varying road conditions
