Basic Function

HF Sinclair in Dallas is seeking a Corporate Environmental Specialist.  This person will conduct assignments and duties for the Midstream Environmental Department, with a focus in air programs and internally considered as an air technical advisor.

Job Duties

  • Manages the performance of air quality compliance related work efforts which include the oversight of NSPS, MACT, EI, NSR, and Title V programs
  • Prepares and submits routine air reports: MACT BBBBBB reports, NSPS GGGa semi-annual reports and other reports as required
  • Directs and oversees environmental compliance activities, including stack testing and CEM performance checks and air regulatory (NSPS and MACT) program for storage tanks
  • Coordinates annual certification of compliance and other aspects of the Title V programs
  • Coordinates with site staff on air permit applications and renewals, and reviews draft permits issued by regulatory agencies
  • Monitors environmental programs for compliance with all applicable federal, state, and local government laws (with emphasis on air quality-related compliance program) and advises management of any risks or concerns
  • Prepares comments on proposed environmental regulations
  • Proposes environmental policies, programs and initiatives
  • Ensures environmental considerations are factored into business unit planning and the capital budget process
  • Assists with environmental compliance activities and compliance schedules
  • Interfaces with regulatory agencies to ensure the understanding of, and compliance with, all applicable environmental regulations and requirements
  • Updates the company’s program and procedures when regulations change or are modified
  • Assists and coordinates the implementation of company’s Operational Excellence Management System
  • Tracks environmental performance measures and recommends parameters. Leads corporate initiatives such as systems and tools development towards advancement of responsible programs

 

May include some or all of the following:

  • Interfaces with operation departments to communicate and define their role in compliance efforts
  • Interfaces with regulatory agencies to ensure the understanding of, and compliance with, all applicable environmental regulations and requirements

 

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

A minimum of five years of extensive industry and on-the-job experience is required.

Education Level

A minimum of a Bachelors Degree in engineering or a related field is required. 

Required Skills

Strong communication skills and good technical writing skills. Working knowledge of environmental regulations required.  Ability to lead and train a small group of employees in a Technical Expert capacity.  Understanding of oil refining processes (process flow diagrams/mechanical flow sheets, chemical phase separations, and reactions). Ability to perform intermediate mathematical calculations and to effectively communicate with others, both written and verbal communication. Knowledge of laws, pronouncements and regulations pertaining to environmental operations at refining operations.  Excellent planning, organizational, time management and analytical skills; and ability to present publicly. Ability to provide analyses of proposed and final regulations that impact operations and/or compliance status.  Ability to perform emissions calculations preferably with a practical understanding of refinery processing programs. General knowledge and understanding of OSHA regulations, with particular emphasis in Process Safety Management. Advanced reading, writing and computer skills.

Work Conditions

Office based with travel up to 50% by land and air required. Petroleum refinery, terminals, warehouse/plant environment, and out-of doors environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, and exposure to the risk of electrical shock.  Subject to all temperatures, weather, and varying road conditions.

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying and pushing and/or pulling up to 50lbs, climbing up to 200ft, perceiving color differences, and the ability to wear personal protective equipment including a respirator (beards not permitted), and strenuous physical activity.
