Basic Function
HF Sinclair in Dallas, Tx is seeking an Environmental Counsel who will assist General Counsel and Associate General Counsel with environmental, health and safety (EHS), regulatory compliance, and operational legal matters. Provide legal guidance and support on environmental permitting, compliance, enforcement, remediation, and workplace safety matters. This role operates with independence and is expected to own execution, not merely advise, across a broad range of commercial, transactional, and operational legal matters.
Job Duties
- Work with business, commercial, and operational (Midstream and Downstream) teams on Environmental Health and Safety regulatory and compliance matters.
- Advise the company on compliance with federal, state, and local environmental laws.
- Interpret regulations and permit requirements.
- Support environmental teams on air, water, waste, remediation, chemical reporting, and permitting matters.
- Review regulatory submissions, agency correspondence, and environmental reports.
- Provide legal guidance on emerging environmental regulations and enforcement trends.
- Advise on OSHA, process safety management (PSM), industrial hygiene, contractor safety, emergency response, and workplace safety requirements.
- Counsel business leaders regarding incident reporting obligations and corrective actions.
- Direct or support internal investigations
- Coordinate with EHS personnel, operations, consultants, and outside counsel.
Special assignments or tasks assigned to the employee by his/her superior, as determined from time to time in the supervisor’s sole and complete discretion.
Experience
- Minimum of five (5) years’ experience as an EHS regulatory lawyer at a top-tier law firm, public corporation, or regulatory agency with demonstrated regulatory work experience
- Strong academic credentials and a stable work history
- Reputation for high ethical standards and integrity
PREFERRED EXPERIENCE:
- Experience with administrative/judicial enforcement and environmental permitting matters;
- Experience managing a large docket of cases and matters and working with federal or state government agencies
- Knowledge of EHS statutes and regulations applicable to the petroleum refining industry
- Experience counseling business and operation managers on compliance with EHS laws and regulations.
Education Level
- Minimum of a Jurisprudence Doctorate Degree from an American Bar Association accredited law school is required.
Required Skills
Advanced legal drafting and analytical skills; strong organizational skills, advanced reading and writing skills; strong interpersonal, problem solving, research and document review, and word-processing skills. Licensed and in good standing with a state bar is required (admission to the State Bar of Texas is strongly preferred). Ability to effectively communicate with others at all levels of the organization and outside counsel, both written and verbal communication. Strong public speaking skills along with presentation skills. Extremely responsive to a high volume of diverse requests. Ability to work both independently and as a member of a team, self-motivated, organized team player who works well in a high-energy and fast-paced environment. Cooperative and encourages collaboration and builds understanding; ability to find common ground and solve problems, and who owns their own projects and commitments.
Supervisory/Managerial Responsibility
Work Conditions
Office based with travel up to 20% by land and air required. Subject to all weather and varying road conditions. Petroleum refinery and out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment.
