Title:  Director, Project Controls

Manages all local capital projects $25K - $5MM for a total $3-10MM/Yr. Works on projects to improve plant profitability, safety, and reliability. Manages and supervises Engineering group.

• Decides on and manages actions necessary for the safe and reliable design, construction and operation of projects in the refinery within approved budget limits, and recommends capital improvement projects for the continued growth and profitability of the facility
• Provides plant support for the continued reliable operation of the existing equipment
• Designs and builds plant additions and modifications, provides design engineering with local resources where possible, develops RFB and writes purchase orders for engineering support and manages outside engineering productivity and cost
• Coordinates all outside engineering/consultants
• Manages all schedules and budgets for each project
• Coordinates and manages all requests for internal support
• Manages and directly works on projects for profitability, safety, and reliability
• Provides management with regular updates regarding completion of milestones and significant accomplishments and communicates progress and problems in a timely manner
• Ensures important equipment documentation and drawings are received, properly recorded, and stored for future reference
• Organizes a project team for each project ensuring proper representation from key department, makes task assignments as necessary and acts as a liaison between the company and county and state agencies as it may pertain to assigned projects
• Develops and enforces Refinery Engineering Standards as well as local requirements for Instrumentation and Electrical Equipment, Safety Instrumented Systems (SIS), Process Controls, and the TDC System
• Insures that all projects are evaluated using the PIPE process, and that all project coordinators comply with the requirements of the process.

  Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.

A minimum of 10 years project management is required.   PREFERRED EXPERIENCE: Design experience, refinery experience, and past supervisory experience is strongly preferred.

A minimum of a Bachelors degree is required.    PREFERRED EDUCATIONAL LEVEL: A Masters of Engineering, MBA and PE registration ispreferred.

Ability to solve day-to-day problems on projects as well as find and develop solutions for long range viability of projects at the refinery, and work and lead in a collaborative team environment. Advanced project engineering skills and training. Ability to develop and implement a project budget and stay on time and on budget. Intermediate computer skills, including word processing, spreadsheets and database. Self-starter. Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.   PREFERRED SKILLS: Strong mechanical design background is preferred. Primavera or MS Project Scheduling software experience is strongly preferred.

Supervises five employees and manages outside engineering employees and any other human resources needed to accomplish the projects.

Office and field based with up to 10% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, loud noises and vibrations. Subject to all temperatures, weather and varying road conditions.
