Basic Function

HF Sinclair is seeking a Manager, IT Financial Management in Dallas, TX who will be responsible to provide strategic leadership for all aspects of IT finance, including budgeting, financial planning, cost optimization, and financial reporting. This role ensures IT investments support business goals, oversees asset management as part of comprehensive financial operations, and partners with stakeholders to drive effective, compliant, and value-focused IT financial practices.

Job Duties

 

  • Lead IT financial management activities, including comprehensive capital and operational expense budgeting, forecasting, cost analysis, and financial reporting to ensure investments align with business objectives and fiscal strategy.
  • Develop, implement, and maintain financial strategies, policies, and procedures to support effective planning, accountability, and optimization of both capital and operating expenditures.
  • Oversee the annual and multi-year financial planning cycles, collaborating with IT leadership and Finance to define budget assumptions for capital projects and operational initiatives.
  • Analyze expenditures and identify opportunities for cost optimization, efficiency improvements, and financial controls across both capital investments and ongoing operational expenses.
  • Collaborate with internal stakeholders - including IT leadership, Finance, Procurement, and other business units - to drive value-focused and compliant financial practices in support of capital projects and operational requirements.
  • Prepare and present detailed financial reports, forecasts, and performance metrics for capital and operational budgets to senior management and executive leadership.
  • Oversee and integrate IT asset management and asset lifecycle activities, including procurement, inventory, utilization, and disposal, ensuring appropriate classification and budgeting for capital and operating assets in accordance with company policies and compliance requirements.
  • Work with IT and business stakeholders to establish and monitor cloud cost controls, governance, and accountability.
  • Support procurement activities by collaborating with IT, procurement and vendors on negotiating terms, and optimizing pricing structures to ensure alignment with organizational objectives and value delivery.
  • Lead or participate in audits and compliance reviews related to IT finances and asset management, and address findings as needed to support both capital and operational budget integrity.
  • Support the development and training of IT financial management and asset management staff, ensuring adherence to best practices and regulatory standards for budgeting and planning processes.
  • Provide regular updates and actionable financial insights on capital and operational budgets to the CIO, IT leadership, and relevant stakeholders to inform strategic decision-making.
  • Utilize and maintain financial management tools and systems to ensure accurate data collection, compliance, and reporting in support of capital and operational IT financial operations.
  • Lead and manage IT financial and asset management team.

Special assignments or tasks assigned to the employee by their manager, as determined from time to time.

Experience

  • A minimum of 10 years of job related experience is required.
  • Ability to lead, develop and collaborate on financial reviews and audits.
  • Proficiency with financial management systems.
  • Managing and leading a team of financial analysts.

 

Preferred Experience

  • 5 years of financial management job related experience.
  • Financial management experience in an IT operations function.
  • Establishing and monitoring cloud cost controls
  • Procurement processes, including vendor negotiation, contract management, and spend optimization through strategic sourcing.
  • Asset management and asset lifecycle activities.
  • Managing and leading a team of employees and contractors.

 

Education Level

A minimum of a Bachelor’s Degree, in Information Systems, Finance, Accounting, Economics or Business Administration is preferred, or an equivalent number of related years of work experience (five years) is required.

Supervisory/Managerial Responsibility

Responsible for the direct supervision of IT financial and asset management employees and contract personnel.

Work Conditions

Office based with US, and potentially international, travel up to 25% by land and air. Occasionally required to work long hours, which may include nights, weekends, holidays for regularly scheduled maintenance and emergency work and support as well as on-call availability. At times, required to work in warehouse/plant environment and refinery/industrial environment, includes but not limited to, work near moving mechanical parts and/or rotating equipment, loud noise or vibrations and varying road conditions. May be required to work outdoors and subject to all types of weather conditions including inclement weather. At times may be exposed to risk of electrical shock.
