Basic Function

HF Sinclair is seeking a PMO Associate Project Manager in Dallas,TX who will be responsible to manage a portfolio of IT and HFC Enterprise-wide initiatives and projects, identifies improvement opportunities and leads process change for the IT PMO under minimal supervision.

Job Duties

  • Ultimately responsible for defining the project scope and objectives to ensure project members understand what is expected of them and what they should expect from one another. Responsible for using best practice to create a project plan to fit the stakeholders/business needs and deliver with-in budget on desired outcomes.
  • Performs project management activities for small to mid-size projects and changes, and delivers a viable solution.
  • Able to articulate problems, bring the right people together to solve problems and know when the problem has been properly addressed and closed—all this with the proper sense of urgency that the problem requires.
  • Demonstrates the ability to engage stakeholders and to help ensure their acceptance of the change.
  • Screens projects for risks, issues, financial viability, and opportunities for sustainable improvement. Understands the end to end impact along with cross functional impact. Formulates and implements solutions.
  • Performs validation on financial-related reporting from reporting system and liaises with Finance and Accounting to ensure the accuracy
  • Captures the project capex & opex approved budget, forecast and actuals on a monthly basis and proactively commumicates related budget risks/issues to stakeholders, sponsor and PMO Director.
  • Identifies project efficiency and improvement process changes using PMBOK defined KPI's and other metrics and proactive monitoring.
  • Responsible for defining, teaching, and enforcing the use of good project management practices.
  • Studies the lessons learned from prior projects and applies the most important lessons to the new project.
  • Encourages and Supports Escalations: Communicates to all concerned parties project milestones, status updates, as well as any existing or potential escalation issues. Proactively follows escalation and change control processes.
  • Serves as a role model in promoting good working relationships across a project. Cultivates the people skills needed to develop trust and communication among all of a project's stakeholders. This includes executing thr proper communication and coordination of cross functional project teams to ensure seamless delivery
  • Enures that scope creep, communications, and quality are carefully managed.
  • Engages in building consensus, developing contingency planning and providing recommend solutions

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Responsible for supporting one or more of the following business units:

  • Refinery Operations
  • Commercial
  • IT Infrastructure

Experience

A minimum Bachelor Degree and 3-5years of hands-on project management experience in an IT environment.

 

Preferred Experience

Previous years of oil and gas industry are desired.

Previous experience in an Information Technology Environment.

Current project Management Professional (PMP) certification 

Education Level

A minimum Bachelor Degree, preferably in a Computer Science, Technical or related field, or 5 years of project management experience.

  • Manage project scope by assessing requirements changes, determining and conveying impact on budget, time and risk.
  • Manage client expectations, anticipates operational and tactical risks and tracks them. Clarify, identify, and track requirements and issues, remove barriers, resolve minor project issues and escalate to immediate manager where required
  • Proficient in MS Office applications, MS Project, VISO, Adobe Acrobat Professional
  • Good interpersonal, organizational, analytical thinking, process management, time-management, verbal and written communication skills.

 

Preferred Skill

ITIL certification a plus. 

Supervisory/Managerial Responsibility

No direct reports. 

Work Conditions

Office based with  travel up to 20%.  At times, required to work in warehouse/plant environment and refinery/industrial/pipeline environment, includes but not limited to, work near moving mechanical parts and/or rotating equipment, loud noise or vibrations and varying road conditions.  May be required to work outdoors and subject to all weather conditions.
