Basic Function
HF Sinclair is seeking a Procurement Specialist in Dallas, TX who will Support Category Management and Operations stakeholders in executing both routine and strategic procurement activities across the precious metals, catalyst, and chemical space. Utilizes a structured process and analytical models to implement category and site procurement strategies that maximize total value to HF Sinclair while maintaining compliance with governmental and company accounting requirements. Conducts routine, non-routine, and one-time procurement assignments under limited supervision within a framework of established controls. Develops and manages supplier relationships, ensuring performance, quality, delivery, cost, and innovation objectives are met.
Job Duties
- Develops and maintains relationships with key business owners to understand short- and long-term goals related to precious metals, catalyst, and chemical management, including demand planning, quality expectations, delivery needs, and cost objectives.
- Researches and benchmarks market conditions to identify trends, risks, supply base capabilities, and cost drivers; develops comprehensive category management plans and supports cross-site alignment and compliance to category strategies.
- Implements and maintains HF Sinclair’s Precious Metals Management Program, ensuring best practices are followed and continuously improved to deliver value-add opportunities across Treasury, Finance, Operations, Tax, Accounting, and Procurement.
- Develops cost models and supports negotiations by analyzing price components, benchmarking against industry data, and validating supplier pricing or escalation mechanisms.
- Identifies and qualifies new sources of supply in alignment with safety, quality, service, cost, and innovation goals; manages supplier pre-qualification, risk assessments, and performance reviews.
- Prepares and manages RFx (RFI/RFP/RFQ) activities for purchases or contracts as needed; conducts bid evaluations and supports award recommendations in coordination with internal stakeholders.
- Negotiates commercial and contractual terms to achieve optimal outcomes for the Corporation.
- Coordinates transportation and logistics requirements related to catalyst and precious metals movement, engaging with logistics providers and participating in performance or compliance audits as needed.
- Collaborates closely with internal stakeholders across maintenance, operations, engineering, environmental, laboratory, health & safety, legal, and finance to ensure business objectives and compliance requirements are met.
- Monitors supplier performance and category metrics; prepares executive-level reports summarizing spend, value capture, pricing trends, and supplier risk.
- Works with Accounts Payable to reconcile and resolve invoice discrepancies, recommending process improvements to enhance efficiency and data accuracy.
- Ensures compliance with corporate procurement procedures and guidelines, recommends process enhancements, and supports training of plant personnel and new team members as required.
- Special assignments or tasks assigned to the employee by their manager, as determined from time to time in their sole and complete discretion
Experience
A minimum of one year of related experience is required in procurement, supply chain management, finance, or operations support; internship or co-op experience may be considered.
PREFERRED EXPERIENCE
Procurement and/or precious metals management, and/or refinery process engineering experience are preferred.
Education Level
A minimum of a Bachelor’s Degree, in a technical or business related field.
Required Skills
- Foundational knowledge of procurement, contract administration, and purchasing processes, with the ability to apply this knowledge in daily assignments.
- Strong written and verbal communication skills, including the ability to prepare reports and presentations for management and executive audiences.
- Solid organizational and analytical abilities, with attention to detail and accuracy in data entry, reporting, and reconciliation.
- Proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Power BI) with the ability to analyze data and perform basic to intermediate mathematical calculations (e.g., percentages, discounts, and cost comparisons).
- Basic negotiation and problem-solving skills with a willingness to learn and develop greater commercial and contractual acumen.
- Demonstrated ability to work independently while collaborating effectively within cross-functional teams.
- Ability to prioritize and manage multiple tasks, meet deadlines, and adapt to changing business needs.
- Displays initiative, accountability, and sound judgment while upholding company values of integrity, teamwork, and continuous improvement.
PREFERRED SKILLS
Demonstrated proficiency in procurement and/or inventory control systems; experience with ERP platforms (e.g., SAP, Coupa) preferred.
Work Conditions
Office based with occasional refinery visits and with up to 5% travel required by land and air. From time to time may be required to work in petroleum refinery, warehouse/plant environment, and out-of-doors environment. Subject to varying road and weather conditions.
