Basic Function

HF Sinclair is seeking an Economic Planning Engineer in El Dorado, KS.  In this role, you will manage the planning and optimization of feedstocks and product slate for one or more company refineries. Utilize critical thinking skills in broad based economic analysis and strategic planning where analysis is concerned with the influence of external market factors upon the organization, or for activities related to project evaluation, financial structuring, and investor interface. Monitors and develops appropriate professional standards for quality assurance.

 

Job Duties

•    Provides fuels regulatory guidance and planning to meet upcoming regulations for the refineries
•    Analyzes whole refinery and individual unit yields and margins
•    Develops and optimizes production plans
•    Works with Commercial, Marketing and applicable Refining Operation departments to develop plans
•    Provides economic evaluation of crude oil, intermediate feedstocks, refinery operations, logistics options, actual monthly refinery performance versus plans, and financial analysis of projects for one or more refinery systems
•    Utilizes LP (linear program) as a modeling tool and calibration methodology and makes LP runs on various price sets and tunes LP model 
•    Communicates plans and operational improvements to refinery staff
•    Modifies established guidelines and initiate new approaches as necessary
•    Advises on technical problems and supervision and may plan, schedule and review the work of lower-level Engineers and Technicians 
•    Plans, delegates, communicates, and controls work assignments of less experienced engineers
•    Coordinates commercial activity as it relates to the applicable business unit(s)
•    Implements operating plans for the business unit(s) or may coordinate engineering strategy for major projects, depending on assignment
•    Supports the development of capital and expense budgets
•    Forecasts, administers and develop oil flow budgeting process
•    Designs, implements and monitors back casting procedures at various refineries
•    Provides back up support for other planner(s)
•    May perform economic evaluation of new and existing projects, expansions, and strategic acquisitions

Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 8 years of refinery operational and technical work experience are required.  Full understanding of refinery processes required.

 

PREFERRED EXPERIENCE:

Extensive linear modeling, planning, operational or optimization experience preferred.

 

Education Level

A minimum of a Bachelor’s Degree in Chemical Engineering or related field is required.

 

Required Skills

Thorough understanding of refining process operations and operating variables, ability to review process operation data and relate it to economic analysis. Ability to develop both short-term and long-term solutions to resolve operating problems and improve profitability. Ability to contribute to the refinery planning and optimization throughout the Company. Ability to determine and develop multiple approaches to increasing plan profitability and quantitatively evaluating each approach as well as the ability to apply risk/reward factors.  Ability to stay abreast of new technology developments and processes is essential. Working knowledge of Microsoft Office products and experience with engineering software is required. Excellent oral and written communication skills with ability to communicate effectively with others to gather data and implement improvements. Familiarity with standards and practices of the specific discipline. Ability to perform complex mathematical calculations and modeling. Advanced Critical and Entrepreneurial Thinking. Ability to make independent decisions in planning, organizing and completing technical assignments and apply well developed technical knowledge in planning, conducting and coordinating difficult assignments.

 

PREFERRED SKILLS:

Experience with Haverly Systems LP is desirable.  LP, simulation, or modeling software demonstrated experience is preferred with interpretation and modification knowledge and skills.

 

Supervisory/Managerial Responsibility

May provide technical and tactical leadership to project teams.

 

Work Conditions

Office and refinery based with up to 20% travel required. Petroleum refinery, warehouse/plant environment, out-of-doors environment and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment. Subject to varying weather conditions and required to work in all temperatures, including outdoors.

Physical Requirements

Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting or carrying up to 50 lbs, climbing up to 200 ft, perceive color differences,  required to wear personal protective equipment as needed and a respirator in emergency situations (beards are not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driver’s license and proof of insurance required. Job conditions may require twisting, stooping, crouching, kneeling, reaching or grasping, and working in confined spaces as permitted.
