Basic Function

HF Sinclair in El Dorado, KS is seeking a Project Manager who will manage a portfolio of small capital projects within the area business team concept.  Total Installed Cost of an individual project will be < $5MM.  The Project Manager will be accountable for supporting area business team projects needs that includes FEL0 support, project scope/ priority, estimate, schedule, engineering design, equipment and material selection.  In addition, project bidding, contractor selection, construction oversight, management of change, safety/ environmental oversight and all other project tasks is required to successfully accomplish project goals of refinery. Supports multiple small capital projects simultaneously within a managed budget and execution schedule.

Job Duties

Applies project management and engineering skills/ knowledge throughout the phase gate process based on area business team priority.  This includes being self- directed and motivated with the ability to lead project team members and interact/ present to key refinery personnel/ corporate stakeholders.

  • Oversees engineering contractors, project deliverables, and field activities associated with their projects. Provides discipline specific engineering assistance, direction and development assistance to colleagues, depending on assignment.
  • Develop project scopes, budgets and AFE’s for approval and ensure projects meet budget as well as refinery and OSHA standards. 
  • Review plans and prepare or review technical specifications, contract documents and estimates.
  • Review proposals of outside vendors regarding the purchase of new or modernization of existing processing equipment or material.
  • Track schedule and costs and provide regular reports and forecasts.
  • Work with outside engineering contractors and internal groups on estimates, designs, and construction packages as well as providing quality assurance support during construction.
  • Provides mechanical, civil, and structural review for all new, existing, and revamped equipment and facilities to ensure consistency with applicable design standards such as API, ASME, NFPA, ANSI, OSHA, etc.
  • Support construction and turnaround team on commissioning efforts of assigned projects through field walks, responding to RFI, and approving installations before turning over to operations.  
  • Provides start up assistance for existing as well as new equipment within the refinery.
  • Performs economic analyses and prepares ROI and AFE reports for capital upgrades.
  • Maintain accurate and current project documentation.  This to include supporting operations/ maintenance on start-up manuals and equipment training.  
  • Provide monthly project updates (project progress, schedule, cost, etc.) within OnePlan on projects assigned.        
  • Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 2 years of progressive work experience in engineering discipline supporting a refinery or chemical plant.

 

PREFERRED EXPERIENCE:

Minimum of 2 years of progressive work experience in an engineering discipline (emphasis on project management through a phase gate approach) working within a refinery or chemical plant environment.  

Education Level

A minimum of a Bachelor's Degree in Engineering is required.

Required Skills

Intermediate knowledge of commonly used engineering concepts and ability to apply this knowledge analytically. Working knowledge of Microsoft products.  Encompass people skills such as communication, teamwork, problem solving, leadership, time management, etc.    

 

PREFERRED SKILLS:

Project controls skills such as project planning and scheduling, cost management, risk management, data analysis and reporting.   

Supervisory/Managerial Responsibility

Responsible for supervising contractors while onsite (on projects overseeing).   

Work Conditions

Office and plant based with up to 10% travel required.  Subject to varying weather conditions and required to work in all temperatures, including outdoors.

Physical Requirements

Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting or carrying up to 50 lbs, climbing up to 200 ft, perceive color differences,  required to wear personal protective equipment as needed and a respirator in emergency situations, ability to operate and drive all assigned company vehicles at company standard insurance rates is essential (inability to maintain standard insurance rates is grounds for dismissal), valid State driver's license and proof of insurance required. Depending on location must satisfactorily complete a comprehensive medical physical examination.  Job conditions may require twisting, stooping, crouching, kneeling, reaching or grasping, and working in confined spaces as permitted.
