Basic Function
HF Sinclair in El Dorado is seeking a Supervisor of Safety and Health. Who supervises safety and health personnel and provides program oversight within assigned areas of responsibility while conducting complex health and safety assignments.
Job Duties
- Works to minimize the number of incidents and injuries.
- Mitigates hazardous conditions and reduces unsafe actions.
- Maintains compliance regulations and SDS sheets if needed, issues hot work and confined space permits and assists management with regulatory issues.
- Oversees the maintainenance of health and safety equipment.
- Manages and supervises training programs for employees and contractors.
- Develops and implements assigned facilities health and safety policies and procedures.
- Provides consultations and recommendations for safety and security issues.
- Supports maintaining required OSHA records.
- Provides general Plant Safety support for assigned facility, units, areas, shops and groups as assigned.
- Ensures safety training occurs timely and to the standard of the organization as well as assists management with overall training needs.
- Oversees and surveys compliance to Policy and Procedures relating to safety.
- Develops and implements policies and procedures for compliance with OSHA regulations.
- Assists field management with loss control efforts including hazard assessment and control, compliance assessments and establishment of behavioral safety systems.
- Supports, mentors, and leads safety professionals and represented safety representatives regarding their assigned areas at the facility resolving safety sensitive issues.
- Develops technical skills and certification in an area of safety (e.g.. respiratory protection, asbestos, lead abatement, radiation safety).
- Provides Safety Hazard input to HAZOP studies, MOCs, PSSRs and supports PSM program as required.
- Supports safety coverage for Turnarounds and other special projects.
- Particiaptes in a leadership capacity on the emergency response team.
- Acts as Interim Safety Manager as needed and applicable.
- Supports site VPP and employee engagement efforts
Experience
A minimum of six years of on the job experience with 10 years of work experience in a refinery is required.
Education Level
Bachelor’s degree, or equivalent years of experience in lieu of a degree, is required.
Required Skills
Working knowledge of occupational safety and industrial hygiene, and ability to apply this knowledge. Special training/Certifications in Industrial Safety, Hazard Assessment, Air Monitoring, Radiation Safety, HAZWOPER, and similar occupational industrial safety training. Satisfactory completion of a comprehensive medical physical examination. Understanding of Safety Practices basics and application of Safety Policies, and Procedures for field activities. Demonstrated ability to stand firm on doing the job Safe if challenged, but act in a diplomatic manner. Advanced reading and writing skills, advanced interpersonal skills, the ability to effectively communicate with others, and the ability to perform advanced mathmatical calculations are required.
Supervisory/Managerial Responsibility
Responsible for the supervision of approximately three (3) personnel including safety professionals and represented employees.
Work Conditions
Office and refinery based with travel up to 15% required. Outdoor duties subject to all weather conditions and/or oil contaminated conditions, at both below grade and elevated positions, and at times work in high precarious places. Industrial environment, including, but not limited to chemicals, pressure vessels, tanks, rotating equipment, and electrical shock.
Physical Requirements
Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, working in confined spaces (with a permit if applicable), talking or hearing, making visual inspections, making précise hand and finer movements, reaching or grasping, lifting or carrying up to 50 lbs, pushing or pulling up to 50 lbs, climbing up to 200 ft, ability to operate and drive all assigned company vehicles at company standard insurance rates is essential (inability to maintain standard insurance rates is grounds for dismissal), valid State driver’s license and proof of insurance required, perceiving color differences, ability to wear personal protective equipment (ppe) (beards not permitted), and strenuous physical activity. In some locations, must be available for weekend and after hour call-outs.
