Basic Function

Manages the contract lifecycle for refinery maintenance and facility contracts. Ensure maintenance and facility contracts are executed timely and that any disputes are resolved. Build and maintain relationships with vendors and contractors, manage risk associated with refinery contracts, report and analyze refinery contract data, and oversee the performance of refinery contractors. Improve the overall efficiency of the contractor management process. Own and oversee the Cap & Trade Process.

Job Duties

  • Own and lead the Cap & Trade Process: Facilitate discussions about manpower, increases, decreases, capabilities, efficiency, and optimization.
  • Manage the contract lifecycle: Includes working with Procurement and Vendors to draft and negotiate contracts, tracking the progress of contract adoption and ensuring contracts are in place to avoid a gap in service. Contracts include those for Maintenance, Capital and Turnaround.
  • Oversee the contractor onboarding process: Includes tasks such as ensuring contractors receive access to company resources and training on company policies and procedures.
  • Build and maintain relationships with refinery vendors and contractors: Build strong relationships with vendors and contractors to facilitate the smooth execution of contracts and to resolve disputes quickly and amicably.
  • Report and analyze refinery contract data: Develop a system to track and analyze contract data to identify trends and areas for improvement. This information can be used to make better decisions about future contracts.
  • Oversee the performance of refinery contractors: Ensure refinery contractors are meeting their contractual obligations and that they are providing quality work. Develop KPIs with refinery stakeholders to measure contractor performance. Manage the Pulse meeting process with FSCs, contractor sponsors, stakeholders, and contractors to discuss performance measurements.
  • Identify improvement opportunities for contractor services: Identify improvement opportunities to add capability or increase the quality of the services received by contractors, reduce the costs, reduce barriers to increase efficiency, or consolidate work. Identify process or performance improvement opportunities.

Experience

A minimum of 10 years of industrial maintenance/craft experience or equivalent engineering experience, with five years of supervision experiences required depending on assignment.

Education Level

A minimum of a Bachelor's degree, preferably in a science or engineering related field, or an equivalent combination of education and work experience is required.

Required Skills

  • Communication skills: Communicate effectively with both internal and external stakeholders. Become a liaison between the refinery as the customer and the contractor as the service provider.
  • Negotiation skills: Be able to negotiate effectively with vendors and contractors to get the best possible terms for the refinery. Capture the requirements of the customer, and identify services provided by contractors for the solution.
  • Problem-solving skills: Identify and solve problems that arise during the contract lifecycle.
  • Attention to detail: Needs to be able to pay attention to detail in order to ensure that contracts are compliant and that all deadlines are met.

Preferred Skills:

  • Refinery knowledge: Have a good understanding of the refinery's processes and needs in order to negotiate contracts that are in the best interests of the refinery.
  • Technology skills: Be familiar with tools that can help to streamline the contractor management processes.
  • Lean skills: Be familiar with Lean methodology and tools. Be able to lead a team through Kaizen event.

 

Supervisory/Managerial Responsibility

Responsible for the direct supervision of up to 15 employees and/or contract staff depending on location.

Work Conditions

Refinery based with up to 5% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors, and driver environment based, including but not limited to chemicals, pressure vessels, tanks, rotating equipment, and working in confined spaces. Subject to all temperatures, varying weather and road conditions.

Physical Requirements

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 50lbs, pushing and/or pulling up to 30lbs, climbing up to 200ft, ability to operate and drive all assigned company vehicles at company standard insurance rates, perceiving color differences, ability to wear personal protective equipment (beards not permitted), and strenuous physical activity.
