Basic Function

Petro-Canada Lubricants Inc. (PCLI), an HF Sinclair company is seeking a Director GSC Manufacturing Operations. Reporting to the Sr. Director Global Supply Chain Operations, the Director GSC Manufacturing Operations is a key member of the Global Supply Chain Leadership Team responsible for the supply of lubricants, greases, white oils and process oils produced for the Lubricants and Specialties division. This role is accountable for the management of employees and contractors across North America who support the blending, packaging and warehousing of over 350 products, manufactured according to global quality and regulatory standards for sale worldwide. This role also has the responsibility of loading and off-loading bulk product into railcars, trucks and ISO containers in addition to the loading of packaged goods on vans and shipping containers. As a member of the GSC Leadership Team this position is the management representative for labour relations. This role is accountable for creating an environment that supports continuous improvement; prioritizing safety, environment, quality and reliability to improve the bottom line.

Job Duties

Leadership:  

  • Safe and effective operation of the Lubeplex, National Warehouse, Edmonton Warehouse, Council Bluffs Terminal and the Joshua Terminal and Blending Facility
  • Management of a workforce accountable for the development and execution of the Global Manufacturing operating strategy
  • Labour relations for the occupational workforce; leads the grievance, arbitration and negotiation process
  • Dispute resolution for non-union occupational employees
  • Expense budget development and compliance as well as inventory reconciliation

 

Manufacturing (blending & packaging):

  • A Grease manufacturing facility producing >5 million kg/yr into trucks, railcars and various packages
  • A 150 Million Gallon/yr high speed blending and custom blending operation of lubricants and process oils. A product line consisting of 350 lubricant families
  • Packaging lines that fill in excess of 30M US Gallons/yr; into drums, IBC’s, pails and small packs into 1500 sku’s
  • Outbound loading of finished product and base oils into trucks railcars and sea-going containers over 160M US Gallons/yr
  • Inbound bulk raw material offloading chemical additives and purchased base stock by rail and truck
  • Ensuring on-time and in-full (OTIF) delivery target of 96.0% to customers
  • Accountable for proprietary warehouse/bulk operations in Edmonton, Mississauga (National Warehouse), Council Bluffs Iowa and Joshua Texas

 

Engineering & Maintenance:

  • Oversight of internal (electrical, mechanical and Pipefitters) and contracted workforce who support reliability, system, process and capital improvements for all of supply chain operations for the lubricants business
  • Capital Planning process for Supply Chain Operations
  • Accountable for Asset Management of the Supply Chain Operations
  • Responsibility for the Asset Management for GSC warehouse locations across North America

 

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion

Experience

  • Minimum of 10 years of experience in a blending and packaging environment. Preferably familiar with bulk material blending and handling
  • Demonstrated experience measuring and enhancing Operating Efficiency in a manufacturing environment
  • Labour relations experience – managing change, grievance process and contract negotiations
  • Maintenance, engineering or construction experience 
  • Blending and Packaging in a food grade/ pharmaceutical manufacturing environment is preferred
  • In depth knowledge of Good Manufacturing Practices (GMP) is preferred

Education Level

  • Post-secondary education with manufacturing experience or technical degree/diploma.
  • Bachelor of Engineering or Manufacturing is preferred

Required Skills

  • Highly developed leadership skills
  • Proven strategy developer
  • Exposure to knowledge systems for forecasting, scheduling, warehousing Warehouse management systems (WMS) and SAP
  • Research & Development or technical services with the understanding of scaling up
  • Exposure to manufacturing systems in multiple industries (pharmaceutical, cosmetics, food, agricultural, lawncare, auto etc.)
  • Exposure to Health & Safety requirements in an industrial setting including regulatory requirements in the handling of multiple chemicals
  • Exposure to formal quality and manufacturing systems, e.g., ISO 9000, TS14969, ISO 14000 and with specific experience in LEAN Manufacturing and 6 Sigma techniques
  • Exposure to preventive maintenance, (total Production Management) TPM and 5S methodologies

Supervisory/Managerial Responsibility

  • Direct leadership of five employees and overall management of a workforce of 150

Dimensions:

  • Fixed expense budget $25M annually
  • “Cost of Sale Expenses” – in excess of $1B annually
  • Resource planning and capital expense budget $5M annually
  • 100,000 sq ft manufacturing facility and a 200,000sq ft tank farm
  • 100,000 sq ft warehouse facility
  • ISO 9000, IATF 16949. ISO14000

 

Decision Making:

  • Decisions are domestic and relate to manufacturing improvements to ensure we can meet sales demands, quality and regulated requirements
  • Financial management for manufacturing of grease and lubricants
  • Loss management of Inventory and Cost of Sale components
  • Industrial Relations decisions

Work Conditions

  • Office based role in Mississauga within a manufacturing facility
  • Travel required est. 10-20% of the time within North America
  • High degree of stress; increasing complexity of products/additives and regulatory/quality standards; maintaining OTIF standards; plant environment
  • On-call for emergencies and critical changes in manufacturing plans

Physical Requirements

  • Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting or carrying up to 25 lbs., pushing or pulling up to 25 lbs., perceiving color differences.  Job conditions may require twisting, stooping, crouching, kneeling, reaching or grasping, and working in confined spaces as permitted.
