Title: Team Lead Process Safety Engineering

Basic Function
Petro-Canada Lubricants Inc. (PCLI), an HF Sinclair company, is seeking a Team Lead Process Safety Engineering. Reporting to the Director, Engineering, the Team Lead, Process Safety will be responsible for overseeing and ensuring compliance with process safety standards within the HF Sinclair OEMS program. This position has leadership roles in key Process Safety Management (PSM) work processes like MOC (Management of Change) and managing risk as well as assures compliance of the Process Hazard Analysis (PHA) element of PSM and Facility Siting. This role is integral to influence continuous improvement in site-wide process safety program to ensure compliance and reduction of process safety incident rates and a positive process safety culture.
Job Duties
- Ensures site compliance to corporate PSM standards and develops implementation plans for new standards and standard revisions
- Responsible for compliant completion of Unit Process Hazards Analysis (PHAs) and revalidation studies
- Oversees implementation and effectiveness of site Management of Change (including Pre Start Up Safety Review)
- Leads the site Risk Management Committee
- Participates and oversees the incident investigation process at the site and champions true learning.
- Facilitates Process Safety Site assessments and audits and develops and stewards gap closure plans
- Ensures compliance with Facility Siting Requirements
- Co-Chair site Safety Task Force
- Provide PSM SME input during Engineering design and MOC technical reviews
- Ensures effective API-754 Tier 1-4, Process Safety Incidents (lagging and leading indicators) Reporting, Investigation of Causes, Trending and Analysis, and benchmarks site performance against industry experience to prioritize local Process Safety Initiatives
- Develops or influences workforce Process Safety communications including Incident trends, investigation findings, process safety bulletins, lessons learned, etc.
- Participates (self and team) in Corporate PSM Focused Networks
- Participates in development and execution of corporate wide Process Safety Special Emphasis initiatives as part of the Corporate Process Safety Network
- Participates with relevant industry Associations (e.g. AFPM, CSCHE, API, etc) and disseminates learning from significant industry process safety events and develops appropriate action plans for prevention of similar events at assigned site
- Develops and implements new site policies and procedures in any area of responsibility when needed, working closely with department managers to ensure effective implementation
- Is a member of the site (Emergency) Response Management Team
- Coaches, mentors and leads a team of direct reports (Engineers and Engineering Students) to create an empowering environment that builds personal capability and helps the fulfilment of career development and goals.
- Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion
Experience
- Minimum 10 years of related experience in the Oil & Gas and/or Chemical Industry in Production, Process Safety, Engineering assignments
- The ideal candidate will have a background in Chemical Engineering; however, we will consider applicants with other engineering backgrounds who possess strong Process Safety experience
- The ideal candidate will demonstrate a solid understanding of process safety principles, risk assessment methodology and regulatory compliance within the oil and gas industry
- Chemical Engineering and/or Process Safety is preferred
Education Level
- Engineering Degree (Chemical/Process Engineering preferred)
Required Skills
- Advanced ability to lead, coach, and direct the work of others, both formally and informally. Including across departmental boundaries
- Advanced knowledge of PSM standards and critical Process Safety activities
- Strong interpersonal, time-management, and organizational skills
- Experience and demonstrated ability in conducting root cause analyses and using the recommendations to impart systemic and lasting change
- Strong understanding of management of change processes with the ability to implement changes while achieving a high level of buy-in from the larger organization
- Strong verbal and written communication and interpersonal skills
- Diverse knowledge of process operation and equipment strongly preferred
- Knowledge of process controls and process safety systems preferred
Supervisory/Managerial Responsibility
- Responsible for the direct supervision of a team of Engineers and Engineering students
Work Conditions
- Position is part of the engineering department and may be asked to perform other assignments within the engineering department’s functions.
- Office and Petroleum Refinery/Industrial environment subject to varying road and weather conditions and required to work in all temperatures including outdoors.
