BASIC FUNCTION:

Sonneborn, an HF Sinclair company, is looking to fill a role for Procurement Manager in it's Petrolia, Pennsylvania facility. In this hands-on leadership role, you will manage a small, dedicated procurement team while serving as the primary procurement partner to site operations, maintenance, engineering, and EH&S. The Procurement Manager ensure the timely and compliant availability of materials, services, and equipment while balancing cost, quality, reliability, and risk in a dynamic manufacturing environment. Success in this role requires strong collaboration, sound judgment, and the ability to translate business needs into procurement strategies that keep the facility running safely, efficiently, and competitively.

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)

  • Lead the development and execution of procurement policies and procedures, ensuring alignment with corporate standards while driving operational efficiency and compliance.
  • Championing the effective use of procurement systems and related technologies, ensuring tools and hardware are fully leveraged to support seamless operations.
  • Develop, administer, and closely monitor procurement expense and capital budgets for the assigned location, with a focus on cost optimization and strategic forecasting.
  • Directly manage, coach, and develop a high-performing team, responsible for all aspects of recruiting, onboarding, performance evaluation, and employee engagement.
  • Drives the identification and implementation of procurement best practices, serving as a key connector between HF Sinclair business units to foster knowledge sharing and continuous improvement.
  • Manage the delegation of procurement authority, including requisition and invoice approval workflows to maintain financial discipline and accountability.
  • Lead cost reduction and risk mitigation initiatives, deliver measurable value through strategic sourcing and supplier management programs.
  • Perform in-depth spend analysis and trend evaluation, identify consolidation opportunities and leverage enterprise-wide buying power to drive savings.
  • Oversee local vendor qualification and approval processes, ensure adherence to company standards and support supplier diversity where applicable.
  • Coordinate internal and external audit activities, ensuring procurement practices meet regulatory and internal compliance requirements.
  • Establish, track, and report on procurement performance metrics, using data to evaluate outcomes and identify areas for improvement.
  • Provide oversight of contract administration, review commercial terms, ensure contract compliance, and mentor staff in contract management principles.
  • Manage capital construction procurement activities, to include vendor selection, cost control, and schedule alignment with project stakeholders.
  • Build strong, trust-based relationships with Plant leadership, act as the primary procurement liaison and trusted advisor to ensure alignment and execution of business priorities.

 

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

EXPERIENCE:

  • A minimum of 7 years of related on-the-job experience is required.
  • 2+ years of procurement/purchasing experience in the oil and gas industry is preferred.

EDUCATIONAL LEVEL:

A minimum of a Bachelors Degree in a business related field, or an equivalent combination of education and work experience, is required.

SKILLS:

  • Intermediate skills in SAP & Microsoft Office Suite.
  • Ability to effectively communicate with others, both written and verbal communication.
  • Advanced reading and writing skills.
  • Negotiating, interpersonal, time-management and organizational skills.
  • Proficient in procurement, inventory control and cost containment.
  • Knowledge of manufacturing principles, practices and procedures.
  • Able to perform intermediate to complex mathematical calculations.  
  • CPM (Certified Purchasing Manager) designation is preferred.

SUPERVISORY/MANAGERIAL RESPONSIBILITIES:

Responsible for the direct supervision of up to 5 employees or contractors, depending on assignment.

WORK CONDITIONS:

Office based with up to 15% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver-based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, fumes and airborne particles. Subject to all temperatures, weather and varying road conditions. May be required to work extended hours and regularly exposed to outside weather conditions and varying road conditions.

PHYSICAL REQUIREMENTS:

Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting or carrying up to 50 lbs., climbing up to 200 ft, perceive color differences, required to wear personal protective equipment as needed and a respirator in emergency situations (beards are not permitted). Depending on location, you must satisfactorily complete a comprehensive medical physical examination. Job conditions may require twisting, stooping, crouching, kneeling, reaching or grasping, and working in confined spaces as permitted.
