BASIC FUNCTION:

HF Sinclair is hiring for a Strategic Sourcing Specialist for our Petrolia, Pennsylvania facility. The Strategic Sourcing Specialist sits at the intersection of operations, finance, and strategy—directly influencing how the business spends, partners, and delivers value. The ideal candidate will shape supplier strategy, drive measurable outcomes, and serve as a trusted commercial advisor to business leaders.

 

This role operates with a high degree of autonomy and visibility and balances strategic sourcing with selective transactional support when needed and serves as an embedded strategic sourcing partner within the business unit, aligning procurement strategy with operational goals. The Stratetic Sourcing Specialist leads sourcing initiatives end-to-end from market analysis through negotiation and supplier selection. The will ensure decisions drive enterprise value, reduce risk and support business performance.

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)

  • Stakeholder Partnership

    • Build strong cross-functional relationships to understand business priorities and align sourcing strategies.
    • Serve as a trusted advisor, providing clear, data-driven commercial recommendations.
    • Partner with stakeholders to develop sourcing strategies and support Supply Chain Committee decisions.
    • Collaborate with Category Management on enterprise-wide or high-value initiatives.

    Strategic Sourcing and Execution

    • Lead end-to-end sourcing events, including RFx strategy, supplier evaluation, negotiation, and award.
    • Leverage analytics, benchmarking, and market intelligence to inform decisions.
    • Identify opportunities for cost savings, standardization, and value creation.
    • Support procurement execution as needed to ensure continuity of operations.

    Supplier Management

    • Evaluate and select suppliers based on safety, quality, service, cost, and reliability.
    • Manage supplier relationships to drive performance and continuous improvement.
    • Lead supplier performance reviews and implement corrective actions as needed.

    Negotiation and Contracting

    • Lead negotiations to achieve optimal total value—not just lowest cost.
    • Develop and manage contracts and master agreements.
    • Conduct post-award reviews to assess outcomes and improve future strategies.

    Performance and Continuous Improvement

    • Monitor supplier performance, costs, and contract compliance.
    • Track and communicate value delivered (cost savings, avoidance, risk reduction).
    • Identify and implement process improvements across procurement activities.

 

Special assignments or tasks assigned to the employee by their manager, as determined from time to time in their sole and complete discretion.

EXPERIENCE:

  • 4+ years of experience in procurement, strategic sourcing, supply chain, finance, or operations.

EDUCATIONAL LEVEL:

  • Bachelor’s degree in Business, Supply Chain Management, or related field (or equivalent experience).

SKILLS:

REQUIRED SKILLS:

  • Strong negotiation and commercial acumen.
  • Proven ability to manage multiple priorities and deliver measurable results.
  • Data-driven mindset with experience in analytics, cost modeling, and reporting.
  • Advanced Excel skills and familiarity with procurement/ERP systems.
  • Excellent communication and stakeholder influence skills.

PREFERRED SKILLS:

  • Experience in industrial, manufacturing, or asset-intensive environments.
  • Background in category management, commercial strategy, or contract management.
  • Professional certifications (e.g., CPSM, CIPS).

SUPERVISORY/MANAGERIAL RESPONSIBILITIES:

May fill in for Procurement Supervisor or Buyer as needed.

WORK CONDITIONS:

Office based with occasional plant visits and with up to 5% travel required by land and air. From time to time may be required to work in petroleum facility, warehouse/plant environment, and out-of-doors environment. Subject to varying road and weather conditions.

PHYSICAL REQUIREMENTS:

Job conditions require, standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making precise hand and finger movements, making visual inspections, perceiving color differences, the ability to wear Personal Protective Equipment (beards not permitted), and the ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driver’s license and proof of insurance required. Job conditions may require reaching or grasping, lifting and/or carrying up to 20lbs, and pushing and/or pulling up to 20 lbs.
