Basic Function

HF Sinclair in Phoenix, Arizona is seeking a Manager of EHS Logistics Asphalt Heavy Oils to manage all aspects of the Environmental, Health and Safety (EHS) function for the HFS Asphalt Group.

Job Duties

  • Manages and directs safety programs to ensure safe working conditions through collaboration with Operations Management, and facilitates on-going employee training geared to personal injury prevention and environmental compliance
  • Ensures EHS compliance at the three (3) HFC asphalt terminal blend facilities, one in Glendale, AZ and two in New Mexico.
  • Interfaces on an established schedule with Operations staff to review all EHS related occurrences develop corrective actions to influence root cause elimination of EHS occurrences  
  • Directs the activities of safety specialists
  • Oversees preparation of all EHS-related incident investigations and analyzes performance records to help identify job hazards and risks to be incorporated in new training programs
  • Plans and coordinates all assigned employee training related to all EHS programs
  • Ensures compliance with all local, state, and federal regulations and compliance across assigned business functions
  • Provides recommendations on capital and expense investments in equipment and practices promoting personal safety and improving plant working conditions, to avoid personal injury and property damage  
  • Plans for the future of health and safety efforts across the business functions through review of existing programs and policies, and instituting new policies and procedures when needed or required
  • Coordinates with third-party service providers
  • Develops and implements regulatory EHS policies and procedures for assigned business functions
  • Represents assigned business functions at selected EHS meetings both internally and externally

 

Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 10 years of job related experience in Transportation Safety Management is required.

Education Level

A minimum of a Bachelor's Degree in Safety, Engineering, Environmental of Natural Sciences or a related field is required.

 

Preferred Education

Certified Director of Safety (CDS), North American Transportation Management Institute (NATMI) and Certified Safety Professional (CSP) is preferred.

Required Skills

Ability to lead and direct the work of others. Advanced knowledge of EPA and OSHA regulations. Experience and knowledge of plant operations. Special training in hazardous waste regulations, DOT Hazmat Shipping, and a Certification in OSHA Hazmat and Method 9 Opacity may be required depending on the assignment. Advanced ability to provide analyses of proposed and final air, TSCA, and EPCRA regulations that significantly impact operations and/or compliance status. Advanced working knowledge of environmental air quality regulations is required depending on the assignment. Ability to perform and/or supervise emissions calculations. Goal oriented and organized. Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills and the ability to perform intermediate mathematical calculations. Demonstrated experience in implementing behavior-based safety programs in manufacturing facility environment. Proven ability to implement and standardize processes with multiple terminals.  Intermediate knowledge of Microsoft products. Working knowledge of mechanical and personnel safety systems. Advanced leadership and interpersonal skills, technical proficiency and professional competence. Ability to understand and apply meaningful operations and safety performance metrics.

 

Preferred Skills

Working knowledge of petroleum product, rail and truck operations is preferred.

Supervisory/Managerial Responsibility

Responsible for the supervision of up to two employees and outside consultants as needed.

Work Conditions

Office and field based with up to 30% travel by land and air is required. Petroleum product, warehouse/plant environment, out-of-doors environment including but not limited to chemicals, tanks, piping, pumps, and rotating equipment. Subject to all temperatures, and varying weather conditions.

Physical Requirements

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise finger and hand movements, reaching or grasping, lifting and/or carrying up to 50 lbs, pushing and/or pulling up to 50 lbs, climbing up to 50 ft, wearing personal protective equipment (beards not permitted), and perceiving color differences.
