Basic Function
Conducts environmental assignments and duties for the Environmental Department under minimal supervision. May direct or lead the work of others from time-to-time.
Job Duties
- Ensures recovery and treatment system is providing an adequate job of remediation to satisfy employer and government agencies
- Assists field hands in complying with governmental regulations to avoid fines
- Performs technical/regulatory analysis, field sampling and testing, and report preparation
- Works with groundwater sampling and reporting
- May be involved with preparing annual toxic release inventory and Tier 2 reports
- May prepare monthly summary of EPCRA-reportable releases
- May provide assistance to the LDAR program, product recovery oversight and reporting, Oil Conservation Division assistance and reporting, waste sampling and profiling, waste disposition, BWON/EOL sampling, and release response/investigation/remediation
- May interact and provide limited oversight of contractors for monitoring of valves, flanges & pumps under the LDAR program, and for monitoring heater/boiler combustion and API canisters
- May be responsible for implementation and verification of field compliance measures for drains, junction boxes, and API separators
- May perform daily review of CEMS data, oversee entry of pertinent records including monitored values and documentation of excess emissions and CEMS outages and prepare monthly summaries of CEMS data for quarterly compliance reports
- May maintain CFC compliance program and conduct sampling as needed for air emissions data
- May research and develop a compliance plans for new requirements as they arise, such as the new MACT cooling tower requirements
- May be required to write work permits for certain work in various areas in the plant.
- Assist in the planning, developing, operating, and maintaining of remediation systems
- May assist in overseeing plant waste systems and operations
Experience
A minimum of five years of on-the-job experience is required.
Education Level
A technical or an Associates Degree, or documentable environmental training in addition to a High School Diploma or equivalent is required. PREFERRED EDUCATIONAL LEVEL: A Bachelors Degree in a technical related field, is preferred.
Required Skills
Ability to lead and train a small group of employees. Some limited training and/or experience in air quality issues. Ability to effectively communicate with others, both written and verbal communication, ability to perform basic mathematical calculations, and intermediate level reading and writing skills. PREFERRED SKILLS: Special training in RCRA, EPCRA, and Waste water compliance, and a Certification in DOT transportation is preferred.
Supervisory/Managerial Responsibility
None.
Work Conditions
Office based with occasional refinery visits from time to time, with travel up to 25% by land or air required. Required to work in petroleum refinery environment, warehouse and plant environments, out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. Subject to varying road and weather conditions.
